WoW won’t start, launcher says “Game is running”

Recently my work laptop needed to be reimaged. Afterwards, I reinstalled the Battle.net launcher and World of Warcraft, Hearthstone, and Overwatch. Whenever I launc WoW it says the game was running but I see nothing. Check the Task Manager, and no it isn’t running.

I googled the problem and the suggestions were to delete completely WoW and reinstall or if that didn’t work, delete WoW and the launcher and reinstall. Neither of these have worked. I’ve tried launching WoW directly from the World of Warcraft > retail folder. That doesn’t work either. Everything I try makes the Battle.net launcher say ‘Game is running’, but it is not.

Overwatch and Hearthstone run just fine.

Any help is greatly appreciated.
