Don't know about the DPS Set, but i know the 4 piece T10 Bonus for Prot is pretty badass. The tooltip for it is misleading though, with the whole "Lasts until cancelled" part. It actually is a 8-10 sec buff called "Stoicism" that pops a Absorb Bubble for 20% of your max health every time you pop Bloodrage. Frees up a Minor Glyph spot too.
Meh, our Prot 4 piece is so lackluster, I hate it. People disparage the Skeleton Key because the on-use is a one-time absorb. A 20% shield every 60 seconds is pretty bad, imo.
As for the DPS 4-piece, I don't know first hand but someone in my guild said they liked it. I dunno.

When in raids, it comes up to about a 12k Absorb Bubble every time you pop Bloodrage with 4 piece T10. Can definately take the edge off of a bosses attacks and give your healers a little breathing room (Festergut anyone?)
The only situation where 4 piece T10 can be helpful, IMO, is to cooldown Sindagosa's frost breath attack, and perhaps for LK's Soul Reaper. For anything else, it's too hard to anticipate when it will actually help a healer. Something like the DK's 4-piece is much better for things like Festergut, where they get 12% damage reduction over 10 seconds. That's a pretty meaty cooldown, much better than a 1-time absorb.
So for me, I just burn my Bloodrage on cooldown and act like there isn't even the bubble effect.

It can take the edge off
one
attack/spell. Then it's useless, and one of your two rage supply cooldowns is gone.
