Well at the moment, being a JC, I'm using my three intellect JC only gems ontop of 40 crit gems and int/crit gems
atm gemming blue sockets for spell pen until i get my neck + cape enchant for 195 cap....
also hit rating if you have any miss chance vs 85 targets...

The general idea is that you want to gear for spell pen and hit, then with what you've got left after reaching those caps you should gem crit until you can auto-crit in every shatter, around 33.3% crit.

33.33 crit = 99.99 ... repeating of course.
and yes, crit is valued higher then mastery or haste but should be geared in this order
Hit>Penetration>Crit(Intellect)?>Mastery>Haste>Stamina

I know nothing about PvP, but I don't think you need hit at all. Or do you?

You've always needed 5% in pvp.

It's only 4% hit for casters.

How i'd gear:
1. Get 4% spell hit. Int will actually do more damage but you want to be able to burst when you want in arena and consistent burst>>>overall damage
2. Find amount of spell pen you need to kill something you want (IE: i need X spell penetration to get through mark of the wild)
3. Intellect
4. Crit/Haste
6. Mastery
Prioritize haste if you can get 4 ice lances in a deep freeze or if you feel like you want to get your frostbolts going off in a certain timeframe (IE: your partner has a 3 second stun then you may want 1.4 sec frostbolts). Usually you'll want crit here though because our crit is so much lower than it was before the shatter change. It's impossible to get 33.3% crit afaik with current PvP gear so don't bother sacrificing everything to try and reach the crit cap.
and to the person saying that 33.3 is not enough: you're right, but for the wrong reason. 99.999999999... is 100% but wow rounds off to 2 decimal places (afaik, maybe 4). Thus, 99.99% chance to crit would leave you with 0.01% not to crit but if you could actually get 99.99999 repeating crit then the chance to not crit is 0%
