WotLK:
Preraid: 200 ilevel epics from Crafted, Exalted Reps, and Heroic Dungeon Bosses, and BoEs, and "Justice Point" level badges. 213s available from "Valor Point" level badges.
Raid: 200 ilevel epics from Naxx 10 man bosses (slightly higher for Kel'Thuzad and Sarth+Drakes)
Heroic Raid: 213 ilevel epics from Naxx 25 man (slightly higher for Kel'Thuzad and Sarth+Drakes)
Cataclysm:
Preraid: 359 ilevel epics from Crafted, Exalted Reps, and BoEs. Valor Point only epics.
Raid: 359 ilevel epics from regular mode bosses
Heroic Raid: 372 ilevel epics from heroic mode bosses
If anything, Cataclysm is HARDER to gear up than WotLK. We don't get cheap Justice Point level epics and we don't get epics from Heroics. The other main difference is that "Heroic Raid" in WotLK meant 25-man. Sarth was the only Tier 7 Hardmode, then we got "triggered" hardmodes in Tier 8, and finally Tier 9 and Tier 10 had full raid Heroic version.
I understand what you are saying, we are seeing it too. There are a lot of the Rep and Crafted epics that are very well itemized for their class, and the normal mode raid drops are either sidegrades or just flat inferior. It's not something to be really concerned about though.
The only reason this is a "problem" is because it's the first raiding tier. Once the next raiding tier comes out, it wipes out the base level crafted and the exalted reputation items. Because this is the first tier, we have two additional sources of good gear that we won't have later on.

I miss TBC...Anyway didnt blizz state that they would increase the Ilvl of crafted gear with each new tier?
I don't know if that's the sort of think Blizz would normally state.
However, I would expect that there would be crafting recipes released at each new tier as there was in TBC in WotLK. However, just as in WotLK, I would not expect those crafted items to be in any way "common" until many months after the tier is released. First things you have to get the recipes, be it drops (Ulduar/ToC) or some sort of expensive purchase (ICC). Then you have to outfit your raid with the expensive crafted items. Then they would be available to the super rich. Then eventually once the content gets nerfed and it gets opened up to a wider audience, then the items would be more common.
