The Jailer Encounter Overview in Patch 9.2

Overview: The champions of Azeroth assault the Jailer as he attempts to use the Machine of Origination to remake existence.
The Jailer starts the battle by asserting control over the machine's Control Pylons using [Relentless Domination].
Once all Control Pylons have been brought under his control, the Jailer begins an [Unholy Attunement] in an attempt to activate the machine. The force of [Shattering Blast] can disrupt pylons and delay this attunement.
When the Jailer connects a line of Control Pylons to the center of the machine, The Unmaking begins. The Machine of Origination begins to drain Azeroth of its lifeforce, while the Jailer assaults Azeroth with [Desolation]. Once Azeroth's life force reaches 10% the Jailer will execute Azeroth and unmake all of existance.

Tanks:
The Jailer will permanently [Dominate] any player in line of sight with [Relentless Domination].
The force of [Shattering Blast] will destroy any pylons that have been raised by [Unholy Attunement].
Allies afflicted by [Chains of Anguish] receive any Physical damage taken by the primary target.
Any damage not intercepted by players during [Desolation] will harm Azeroth.
Damage Dealers:
The Jailer will permanently [Dominate] any player in line of sight with [Relentless Domination].
The final eruption of [Rune of Damnation] will damage allies unless the player is inside a pylon conduit.
Players afflicted by [Rune of Compulsion] will throw themselves off the platform if their shields are not removed.
Any damage not intercepted by players during [Desolation] will harm Azeroth.
Healers:
The Jailer will permanently [Dominate] any player in line of sight with [Relentless Domination].
The final eruption of [Rune of Damnation] will damage allies unless the player is inside a pylon conduit.
[Misery] and [Rune of Domination] inflict heavy damage to all players.
Any damage not intercepted by players during [Desolation] will harm Azeroth.

The Jailer Dungeon Journal for Patch 9.2

Stage One: Origin of Domination

World Crusher: The Jailer crushes Azeroth, inflicting 59954 Arcane damage and applying Arcane Vulnerability to all players.
The attack expels the Blood of Azeroth around the chamber. (Mythic)

Arcane Vulnerability: Arcane damage taken increased by 500% for 15 sec. (Mythic)
Blood of Azeroth: A pool of Azerite forms for 3 min, empowered with 3 Surges of Azerite. Standing in the pool triggers a Surge of Azerite every 1 sec until the pool is consumed.

Surging Azerite: A surge of azerite flows into the target and repeatedly arcs to the nearest player within 13 yards, inflicting 11241 Arcane damage and applying Azerite Radiation to players hit. The energy heals Azeroth for 2% of its lifeforce if it is within range, ending the effect. (Mythic)

Azerite Radiation: Arcane damage taken increased by 100% for 30 sec. This effect stacks. (Mythic)

Relentless Domination: The Jailer imposes his will on the world around him, dominating players and pylons within line of sight.

Domination: The Jailer dominates a player, increasing their health by 500%, damage done by 200% and takes control of their actions.
Tyranny: Dominated pylons create orbs of dark energy that mark random players and launch towards them 3 sec later. Each wave of energy inflicts 22491 Shadow damage and an additional 10 Shadow damage every 3 sec for 15 sec to players caught in their path.
On Mythic difficulty, players who gain 2 applications of Tyranny are afflicted with Domination.

Chains of Oppression: The Jailer chains all players to him, pulling them towards his location and inflicting 14989 Shadow damage every 2 sec for 6 sec.

The Jailer casts Oppression as the chains expire.

Oppression: The Jailer detonates the ground around him, inflicting 168622 Shadow damage to all players. This damage is decreased the farther the player is from the Jailer.

Martyrdom: The Jailer fixates on his current target and executes a combination of powerful attacks.

Imprisonment: The Jailer chains his current target, rooting them for 4 sec.
Persecution: The Jailer slams his current target, inflicting 149886 Physical damage and increasing Physical damage taken by 500% for 40 sec.
Suffering: The Jailer delivers a massive attack that inflicts 22491 Shadow damage to all players and causes them to bleed for an additional 7494 Shadow damage every 3 sec for 21 sec.
Misery: The Jailer finishes with a crushing attack, inflicting 449658 Physical damage split among all players within 10 yards of impact, knocking them back.
If fewer than 5 players are hit the ground explodes, inflicting 300 Shadow damage to all players.
On Mythic difficulty, players hit by Misery are afflicted by Relentless Misery.

Relentless Misery: Increases damage taken from Misery by 10000% for 1 min. (Mythic)

Torment: The Jailer utters a wicked pronouncement to 20 players causing them to erupt after 6 sec, inflicting 29977 Shadow damage to all players within 5.5 yards of targets.
Rune of Damnation: The Jailer marks several players with a dark rune that inflicts 5 Shadow damage every 1 sec for 7 sec. Upon expiration the rune erupts, knocking the player upwards and inflicting 400 Shadow damage to all players.
If the player is inside a pylon conduit, the eruption does not affect allies.

Stage Two: Unholy Attunement

World Cracker: The Jailer cracks Azeroth, inflicting 22483 Arcane damage to all players.
This attack expels Blood of Azeroth around the chamber. (Mythic)

Blood of Azeroth: A pool of Azerite forms for 3 min, empowered with 3 Surges of Azerite. Standing in the pool triggers a Surge of Azerite every 1 sec until the pool is consumed.

Surging Azerite: A surge of azerite flows into the target and repeatedly arcs to the nearest player within 13 yards, inflicting 11241 Arcane damage and applying Azerite Radiation to players hit. The energy heals Azeroth for 2% of its lifeforce if it is within range, ending the effect.
Tainted Azerite: Each arc of Surging Azerite causes energy to erupt from the target in four directions that explode on contact, inflicting 48713 Arcane damage to all players within 20 yds. (Mythic)

Unholy Attunement: The Jailer raises pylons into alignment, causing them to spread Unholy Ground.
Each pylon creates up to 3 Unholy Eruption when it is raised, based on its proximity to the Machine of Origination.
On Mythic difficulty, the Jailer consumes any Blood of Azerite in the chamber as Unholy Attunement is cast.

Unholy Eruption: Inflicts 7494 Shadow damage to all players.
Unholy Ground: The pylon radiates corrupted energy, inflicting 29977 Shadow damage every 1 sec to nearby players.
Consumed Azerite: The Jailer consumes the Blood of Azeroth, shielding himself for the next 6084758 damage. This effect stacks. (Mythic)

Shattering Blast: The Jailer launches destructive magic at his current target, inflicting 59885 Shadow damage and an additional 8983 Shadow damage every 1 sec for 18 sec to players within 10 yards.
Pylons caught in the blast are destroyed.
Rune of Compulsion: The Jailer marks several players with a wicked rune for 4 sec. Upon expiration the rune applies a shield that absorbs the next 182543 damage for 30 sec. While the shield holds the player is hostile to allies and is compelled to jump off the edge of the platform.
Decimator: The Jailer hurls the head of his flail, inflicting 187357 Shadow damage to players within 13 yards of the point of impact location. The force of the impact knocks all players away and inflicts 15 Shadow damage every 3 sec for 21 sec.
Torment: The Jailer utters a wicked pronouncement to 20 players causing them to erupt after 6 sec, inflicting 29977 Shadow damage to all players within 5.5 yards of targets.

Tormenting Echo: The Jailer's words echo after 3 sec, inflicting 29977 Shadow damage to players within 5.5 yards of where Torment detonated.

Stage Three: The Unmaking

World Shatterer: The Jailer shatters Azeroth, inflicting 44966 Arcane damage to all players twice in quick succession.
This attack expels Blood of Azeroth around the chamber. (Mythic)

Surging Azerite: A surge of azerite flows into the target and repeatedly arcs to the nearest player within 13 yards, inflicting 11241 Arcane damage and applying Azerite Radiation to players hit. The energy heals Azeroth for 2% of its lifeforce if it is within range, ending the effect. (Mythic)

Desolation: The Jailer launches a deadly attack on Azeroth, reducing Azeroth’s lifeforce by up to 20%. Each player in the area of effect reduces the damage to Azeroth but suffers 60 Shadow damage.
Rune of Domination: The Jailer marks several players with an evil rune for 6.5 sec. Upon expiration the rune inflicts 29977 Shadow damage to players within 8 yards and triggers Dominating Will at the player’s location.

Dominating Will: The Jailer applies a shield that absorbs the next 365086 healing, divided evenly amongst targets within 8 yards of a target location.
Upon expiration all targets are afflicted with Domination.

Domination: The Jailer dominates a player, increasing their health by 500%, damage done by 200% and takes control of their actions.

Chains of Anguish: The Jailer binds his current target in chains, inflicting 44966 Physical damage every 2 sec for 40 sec and growing in intensity over time.
The target is chained to the nearest 3 allies, who suffer any Physical damage taken by the primary target until their chains are broken. Moving 30 yards from the primary target breaks a chain and triggers Chain Breaker.

Chain Breaker: The chain shatters, inflicting 29977 Shadow damage to all players.

Torment: The Jailer utters a wicked pronouncement to 20 players causing them to erupt after 6 sec, inflicting 29977 Shadow damage to all players within 5.5 yards of targets.

Tormenting Echo: The Jailer's words echo after 3 sec, inflicting 29977 Shadow damage to players within 5.5 yards of where Torment detonated.
Incarnation of Torment: The Jailer's words take form as an Incarnation of Torment where Torment detonated.

Incarnation of Torment

Cry of Loathing: The Incarnation of Torment unleashes an agonizing scream, inflicting 33724 Shadow damage to all players and decreasing their haste by 20%. This effect stacks.

Decimator: The Jailer hurls the head of his flail, inflicting 187357 Shadow damage to players within 13 yards of the point of impact location. The force of the impact knocks all players away and inflicts 15 Shadow damage every 3 sec for 21 sec.
Defile: The Jailer defiles part of the chamber for 1 min, inflicting 9743 Shadow damage every 1 sec to players within the area. Each time a player suffers damage from Defile the area of effect greatly increases.
On Mythic difficulty, the size of Defile grows slowly over time.

Falling Debris: Corrupted pylons crash to the floor, inflicting 48713 Shadow damage to players within 25 yards of the impact location.
