Inside the chapel in Mereldar. Speak with Ryfus Sacredpyr and answer a couple of questions regarding Arathi lore to obtain the treasure. The correct answers for the questions will not be an option until you collect certain books in Hallowfall. You can collect all 6 books first before talking to Ryfus:

The Song of Renilash - On a table by an altar at the inn in the Aegis Wall.
The Big Book of Arathi Idioms - On top of a few boxes by the schoolhouse in Lorel's Crossing.

The correct location of the book Shadow Curfew Guideline is 64.22, 28.11. The one listed on the page takes you to a similar book, called Shadow Curfew Journal. This is part of the Arathi Loremaster section of the Treasures of Hallowfall achievement.
