For those curious, my friend and I just "for science"d this for under max level characters. The sub-70 was a lv66 druid with 44 points in herbalism. I did not have the quest to go to the isles and the item you needed to click to summon the rare was marked red and needing lv70. When she summoned the rare, however, I was able to tag it and got all the normal loot, including the profession knowledge item.
