if you trying to unlock it you need to finish the side quest Rebellious Souls in Maldraxxus

In my case, starting from a renown of 7, I had to do the Campaign quests through freeing the Runecarver, then up through "Eyes to the Sky". This lead to a renown of 8. I don't know if the renown itself is the key, (the quests may only be given at a certain renown), but the following needed to be finished.
So after freeing the Runecarver, I had:
-Securing the House
-Enemy at the Door
-Eyes on the Problem
-Whisper of Hope
-Prying Eyes
-Extra Limbs
-No Friend Left Behind
-The Other Foot
-Rage Against the Cage
-Outside Influence
-Call In a Favor
-See What You've Done
-The Impossible Plan
and finally -Eyes to the Sky
Then Emeni would give the quest to unlock her.
