This companion will present himself after quest "The Battle of Thunder Pass". He is one of three companions you can choose shortly after with the quest "The Frostwolves Stand Ready".
There is not much else that is given about this companion, but it seems he is a melee dps wielding a 2H axe. The other two companions you can choose within this quest are a healer (Greatmother Geyah) and another dps (Lokra).

Is there any other way to aquire this companion if you do not chose him when on the quest?

I chose him just to see what he does. He's an elemental shaman; counters minion swarms for me at green quality.
