I'm level 100, and this guy is not able to talk to me or provide the quests? Is there a prerequisite to talk to these guys?

As an Alliance player:
To get the goblin npc Forem Pierrenbar to talk to you and start the quest chain that
rewards the Petit foule-prairie battle pet, you need to first unlock Telaari Station in
Nagrand. At level 98 Bodrick Grey will give you the quest Porter le combat jusqu’en Nagrand in your
garrison. Follow this chain all the way through the quests in Telarri Station and
Telaar until you get Dilemme constructif from Thaelin Sombrenclume. Build your garrison
outpost in Telarri Station and then run over to the Ring of Trials. A bunch of quests
will now be unlocked over there, including Digrem Orebar's. Enjoy your cute new pet!

If you didn’t do any of the Draenor stuff and go to bulletin board and can’t find the Nagrand starting quest quest, accept one of the quests available for this one to show (it only shows 3, and as you didn’t do any of those quests, some are hidden).

He did not appear for me initially, but an exclamation mark did appear on the minimap. I decided to try accepting/turning in quests to see if that would cause him to appear, so I went around the Ring of Trials, accepted the initial quest from Dexyl Deadblade and turned in all 4 quests for Pyxni Pennypocket. I continued my circle around the arena and when I circled back Digrem was there. As for which one of the 5 actions caused him to appear finally, I don't know. /shrug
