It looks like a hotfix has been pushed to make the Upper Karazhan ring, Ring of Collapsing Futures, scale with Item Level. This should be a buff at most item levels!

The

ring from Upper Karazhan had its proc hotfixed to now scale with Item Level. This means that the proc will deal significantly less damage at lower item levels, and slightly more damage at high item levels. Previously, this ring seemed to only scale its proc with a player's actual level.
Previously, this proc always did 168 Shadow damage at all item levels. Here is a chart showing the new values of the proc at various item levels:
