Sylvanas Legendary Bow Rae'shalare Now Can Drop at Heroic Item Level

We've received a report that the Sylvanas Legendary Bow
Rae’shalare, Murmure de la mort
dropped at the Heroic Item Level from Heroic Sylvanas. Previously, this bow dropped at Normal Item level from Heroic Sylvanas so it seems that something changed.

Legendary Bow Rae'shalare
Tapz on Discord reached out to us noting that his guild killed Heroic Sylvanas last night and it dropped a 246 version of the
Rae’shalare, Murmure de la mort
Legendary bow. Previously, this bow
reportedly dropped at 233 item level
even on Heroic Sylvanas kills, so this is clearly different.

Speculation
So why is a 246 version of
Rae’shalare, Murmure de la mort
dropping now from Heroic Sylvanas? We have absolutely no idea. Either it has a chance to randomly titanforge its item level or there was a hotfix that fixed the item level of the bow on Heroic difficulty.
What will happen to the players who already looted a 233
Rae’shalare, Murmure de la mort
from Heroic such as Moofz in the clip below? Will Blizzard automatically upgrade their bow to 246?
And how do the
Tendon de feu follet spectral
and
Empennage éthéré
upgrade items fit into this equation? We haven't heard of any of these dropping yet, so there's still a lot of mystery about this bow.
