Surprise Shards of Domination Set Bonuses Nerfs Reverted

A surprise set of hotfixes were pushed today, as the Shards of Domination set bonuses were nerfed for about an hour, then un-nerfed shortly thereafter. These nerfs are un-announced tuning with the largest nerfs going to the popular Chaos Bane Unholy set bonus. Could these tuning hotfixes go live in the future?

Set Bonuses Nerf, then Un-Nerfed
Around 1:30 PM PST, players started noticing that the Unholy set bonus had been nerfed and at the time some hotfixes were pushed to all the set bonuses with the following effects:
Blood Set
Lien de sang
nerfed by 40%
Frost Set
Vents de l’hiver
nerfed by ~17%
Unholy Set
Plaie du chaos
nerfed by 50%
These were all reverted around 3:00 PM PST and are now exactly the same as the last reset.
Future Tuning?
These hotfixes were not announced and usually with large tuning changes to class or systems, Blizzard announces these before the weekly-reset so that players are aware of them and can make plans. With these changes, there was no announcement and players just started noticing it in game.
It is important to note that originally the set bonuses didn't scale with rank and if these nerfs did go through, a Rank 4 and Rank 5 set bonuses would still be better than an original non-scaling set bonus but 40 to 50% nerfs on Mythic week 3 doesn't feel great. Many players were especially frustrated at this change because they had already invested
Braise stygienne
into upgrading their gems and set bonuses. If this tuning were to change their best Shard of Domination set bonus, then their
Braise stygienne
would have been wasted.
However, these changes have been now been reverted, but it leaves the playerbase wondering if these were intended and reverted due to the backlash or they were pushed accidentally. Large nerfs after investing is something that players were absolutely afraid of with Legendaries and Covenants at the start of the expansion, but Blizzard ensured players in multiple interviews that they would take a careful approach when tuning them, tuning them down where absolutely needed but not changing the overall standings because players at that point will have invested into Legendaries and their Covenant Choice.
Nerfs to the system would've been fine because these set bonuses are super duper strong, but three weeks into the Mythic tier means that this change would've significantly affected player's Mythic progression. However, this tier is getting cleared quite quickly due to how fast player's gear progression will go and the Shards of Domination set scaling, so this may be why Blizzard may want to nerf the Shards of Domination set bonuses.
