Pandemic DoTs and HoTs Bugged After Patch 9.2.5

With Patch 9.2.5, it appears that DoTs and HoTs are no longer Pandemic-ing, making it inefficient to refresh your "over-time" effects early.
What is Pandemic?
When you refresh a DoT or HoT effect that hasn't expired yet, up to 30% of the original duration will be added to the duration of the refreshed ability. This makes it easier to refresh DoTs and HoTs without having to perfectly time your reapplications right when it would normally expire.
Patch 9.2.5 Bug
However, in Patch 9.2.5 on NA servers, the Pandemic effect seems to have been disabled which makes DoTs refresh to their normal duration, no matter the remaining duration on the mob.
This will make it much harder for players to be optimal on certain DPS specs such as Feral Druids, Assassination Rogues and Shadow Priests.
There has been some reports that Warlock DoTs have the Pandemic property still, but this has been unconfirmed.
