Only 33 Guilds Have Defeated Heroic Sylvanas Due to Hotfixes, Tuning and Bugs

The Sylvanas encounter is 15 minutes long and combined with the difficult tuning of the boss, multiple hotfixes that made the fight harder and the numerous unavoidable bugs, Heroic Sylvanas currently only has 33 kills as we approach the end of the week.
33 Guilds Killed H Sylvanas
According to
Raider.io
, only 33 guilds have killed Heroic Sylvanas at the time of this article. Over 450 guilds have killed Heroic Kel'Thuzad, but we're currently in a place where 5% of guilds who have gotten to Heroic Sylvanas have currently killed it.
Comparing this to previous tiers on Raider.io, at this point in the week (19:30 UTC):
98 Guilds
defeated Heroic Sire Denathrius in Castle Nathria.
Over 600 Guilds
defeated Heroic N'zoth in Nya'lotha.
Over 400 Guilds
defeated Heroic Azshara in The Eternal Palace.
Over 450 Guilds
defeated Heroic Jaina in the Battle of Dazar'alor.
Over 400 Guilds
defeated Heroic G'huun in Uldir.
Many players thought that Heroic Sire Denathrius was overtuned for Heroic end boss, especially coming out of Battle for Azeroth, but Heroic Sylvanas currently has a fraction of Sire Denathrius' kills by this time.
The week isn't over just yet and it's possible that Blizzard will throw some nerfs at it today to compensate for the bugs, but I find it unlikely.
Heroic Sylvanas Gamebreaking Bugs
There are a lot of bugs on the Sylvanas encounter and it really sucks for guilds who get to the start of P3 after 9 minutes, and wipe to something completely out of their control.
Falling Through the Bridges
Sometimes, players can just fall through the bridges. You can see a clip of this by

P3 RP Instant Death
On July 9th, Blizzard
hotfixed
Anduin so that he cast
Défaite cuisante
on players who enter the middle platform. Unfortunately, there's a chance where Anduin is able to cast it during the RP, wiping the raid while stunned at the start of Phase 3. That'll be 9 minutes lost due to an unavoidable bug.
Jump Pads Stop Working
Sometimes, a player's character isn't able to use the jump pads anymore. At this point, they seem to have to change characters until the bug is fixed because it persists across attempts.
Other Bugs
Here is a quick list of some other bugs that players have reported, though they could have been fixed at some point.
Placing ground targeted effects doesn't work in Phase 3 such as
Pluie guérisseuse
Sylvanas not teleporting to the correct location to cast
Ruine
, essentially wiping the raid

And some other bugs that have been fixed:

permanent jump pad ping pong
between platforms.
If you skip the Phase 1 Intermission cinematic,
Sylvanas was AFK
until the cinematic would've ended.
Tuning
The tuning on Heroic Sylvanas is absolutely above previous tiers even discounting the bugs. For many players, this boss feels like a Mythic-level raid boss due to the amount of coordination and play that your team needs to have.
Here's a quick summary of the difficulty of the boss.
Voile des ténèbres
is very punishing if any player gets hit in Phase 1 or Phase 2, and if you cleave it at all in Phase 3 it creates a lot of strain on your healers.
The damage check is quite high, forcing players to coordinate their cooldowns well for boss burns and adds and have the majority of players alive for the entire encounter.
Incoming damage overall causes many locations where players can die and healing cooldowns must be used at high damage events.
It's a 15 minute long fight which significantly reduces the amount of attempts that can you make each raid night.
Coordination for
Fléau de la banshee
and
Furie de la banshee
is very important as it can easily wipe your raid.
All of this is in addition to the weird health, damage and area denial scaling on the boss which causes guilds to want to 19 man this boss instead of using their full roster. Overall, the amount of raid coordination and tuning that you need for this boss on Heroic is a huge step up from where bosses were in past tiers.
A Complete Phase 3 Rework
Last Thursday, Aster got the World First Heroic kill of Sylvanas! You can see their kill video

. If you compare their kill to the most recent kills of Heroic Sylvanas, you'll notice that their ability order is completely different in Phase 3. This is because after this Blizzard
pushed a hotfix
on July 9th, which stated that the encounter's enrage timer was extended, this wasn't all that was done.
Deadly Boss Mods
pointed out on twitter that this hotfix did more than simply extend the length of the encounter, it completely changed the ability order for the last phase!
For a short amount of time, this hotfix also made Heroic Sylvanas Windrunner not cast

more than once or
Tracœur de forestier
, significantly reducing the difficulty of the encounter. This was quickly fixed and Phase 3 of the encounter turned into a completely different Phase 3 encounter for guilds who had not killed it yet, and some guilds did kill it during this bugged time.
Hotfixes Which Made the Fight Harder
Also during this time, many of the early guilds managed to benefit from strategies or interactions which made the fight much easier. Blizzard hotfixed these changes rather than leave them until the weekly reset which caused guilds who progressed on the fight earlier to have a much easier time.
Here's a quick summary of these hotfixes:
At one point during the week, Sylvanas only cast
Voile des ténèbres
once during Phase 3, significantly reducing the healing requirement due to no healing absorb.
At one point during the week, Sylvanas didn't cast
Tracœur de forestier
reducing tank damage and reducing the amount of area denial on all the platforms.
Early kills had the final sets of Wailing Arrows walk to the center platform to create distance, then leap or be gripped back to the main platform because Anduin's
Défaite cuisante
didn't work. Thus, these players could stay alive and reduce the amount of damage the raid tanks. Now if you want to keep them alive, you need to take a very high amount of damage to the raid.
Conclusion
All the above combines into a very very difficult encounter. From the difficult base tuning, to the hotfixes which made the fight harder and the numerous bugs which can randomly wipe your raid or kill players for no reason, this is the reason that only 33 guilds have currently killed this boss on Heroic difficulty. This fight is a beast and I'm sure that Blizzard will be nerfing this boss and fixing the bugs, it's just a question of when.
With Mythic on the horizon, many guilds will not have killed the Heroic end-boss for the first time in a while during the first week and they'll need to decide what to do.
