In our interview with Associate Game Director Paul Kubit and Lead Encounter Designer Dylan Barker, it was confirmed that non-seasonal Mythic 0 dungeons will be available after the March 3rd Weekly reset.

Non-Seasonal Mythic 0 Dungeons
Right at the launch of an expansion, Mythic 0 dungeons are a popular way for players begin gearing their characters for end-game content. With the Midnight expansion, non-seasonal Mythic 0 dungeons will be available with the weekly reset on March 3rd. The full list of non-seasonal Midnight dungeons is provided below:

Midnight Season 1 launches on March 17th, leaving us with two full weeks until all gearing sources become available. The main sources of gear during this in-between period come from the campaign, dungeons, and delves. Once Season 1 begins, the Seasonal dungeons will open on Mythic 0, and the week after Mythic+ will open, and players will be able to get their hands on higher pieces of gear.
It's unclear exactly what item level non-seasonal Mythic 0 dungeons will drop, but speculation implies that it will be at a reduced item level, likely Veteran track.
