If you were confused (like me) just what the hell is new about this recipe (and the mana potion injector) here's your answer: it's BoP instead of BoE. This will very likely mean that it will drop from some fixed mob (no more world drop), but that only engineers can have it drop.

The pre-2.4 version (found here) will most likely remain in-game and still be useable, ~~although it will not drop from mobs any more~~. Blizzard has done something like this before, I can't remember to which item though.

Edit: even though this recipe was added both this and the BoE Mana Potion Injector scheme still drop in 2.4

Is this still a random world drop, or a random world drop only engineers can get or has it been set to drop from one particular creature now?

This schematic still drops from things that aren't Kael'thas. The BoE version that is.
It dropped for my group going through Heroic Arcatraz from trash mobs

Does anyone know what the ACTUAL drop rate is? Because I'm guessing/hoping the one listed is wrong, since only engineers can see the drop.

I had this drop off of a Craghide Basilisk in Netherstorm, and I am not an Engineer

This no longer has a cooldown/charge, but instead becomes consumable like normal potions. It is created in stacks of 20.
