Most fishes produces filets with ratio of
2 fishes to 1 filet

Every fish has an attribute which you can read from Fishing Journal. For our purposes we are intrested in "Fresh Fillet":
"Salvanging this fish with Cooking skill can produce (...)"
- "... Fresh Fillet" - Poisson arc-en-ciel spéculaire, Cherchepêche rugissant, Brochet de Dorn
- "... a moderate amount of Fresh Fillet" Bar muet des rivières
- "... a large mount of Fresh Fillet" Requin-misère kaheti, Poisson-appât de la reine, Hémitriptère hérissé, Roussette sanguine

From my tests on limited amount of fishes ratio of fishes to produced fillets is:
Normal - 100 to 60 fillets (id assume it's as any other and it's just error of to little fishes used)
Moderate - 100 to 75 fillets
Large - 100 to 100 fillets

Worht noting is that
Hémitriptère hérissé - feels like the only fish which the only purpose is to produce fillet
Requin-misère kaheti - produces as well 100 to 50 of Morceau de requin-misère (which is basically raw meat for cooking purposes) which makes it more valuabe
Poisson-appât de la reine, Roussette sanguine, Requin-misère kaheti - are "raw" material for Feasts so their value might be higher as well.

Seems the fish have changed a bit. Here's my testing.

Seeing as the margins have been razorthin for a few months i'll share some data on creating fresh fillet, i see some people have either tested it or tried to take an educated guess on how much fillet every fish produces, but i have data that is backed by nearly 2 million fresh fillet crafts.

Note that these numbers will only work on a Pandarian with maxxed cooking skill, Blue accesories and a rank 3 resourcefullnes enchant on your Inscribed Rolling pin.

Nibbling Minnow, Bloody Perch, Crystalline Sturgeon, Dilly-Dally Dace, Goldengill Trout, Specular Rainbowfish, Dornish Pike and Regal Dottyback all produce 0.92 Fresh Fillet Per Fish.

Quiet River Bass, Roaring Anglerseeker and Whispering Stargazer produce 1.1 Fresh Fillet per fish.

The other fish aren't worth including as they are used in other recipes which keeps their price way higher than poriftability allows.

It can be hard to figure out which fish to filet, but for the love of all that is holy, please think twice before doing it to Requin-misère kaheti or Roussette sanguine. These two are used as they are for Festin de la Mascarade de minuit and Festin du Jour divin, respectively, which are in high demand for high-end content, so selling them on the AH is much better (or using them for making the feasts, of course)
