I've crafted it as a curiosity on my Restoration Shaman, since I disliked the current season of embelishments and the general confusion and lack of confidence about most embellishments in The War Within.

Currently it's bugged, and "Meta" gemstones like Blasphémite perspicace do NOT count for the amount of Dormant Gemstones you have. (So, I had 5 sockets filled in my gear, and it only counted them as 4 Dormant Gemstones.)

I've temporarily swapped that gem for a cheap Ambre magistral that gives stamina, and it counted it as 5 gemstones. Swapping in the Blasphemite back, it went down to 4.

I will let you know when it is fixed.

The neckpiece does not care about duplicates however - swapping a socketless ring, and putting on a lower ilvl ring with a second Onyx into my gear increased the amount of Dormant Gemstones by one - so the neckpiece does not require unique colored gemstones like the (unique) metagems do, merely the quantity. (As long as its not a blasphemite.)

Edit1: Also, you can only buff one gem per person (in other words, each person can be buffed only once), and if they have a variety of different gems, it will pick one at random. A DK in my party was sometimes buffed with emerald or ruby buff, but never twice at a time.
Additionally, there is no internal cooldown on that buff right now, though you have to have it fall off before refreshing. It also seems to work with any active healing application, like riptide or even healing rain - though the riptide hot for example does not reapply it.

Also, the buff amount at ilvl 606 is 141 of secondary stat. For some reason wowhead shows level 70 stats for a lot of those scaling crafts.

As of the date of this comment, still doesn't count Insightful Blasphemite as a valid gem for the count for the wearer.

The effect does work for non-healing specs. Tested as Brewmaster and I get the buff; and when I heal others, they get their gem buff.

Chaque fois que vous soignez un personnage allié, vous lui octroyez 1 gemme renforcée qui augmente la puissance d’une gemme sertie de 1 pendant 20 s. Lorsque sa gemme devient inerte, vous la récupérez.
