OK, lets try that again. Any idea on how this is created? Yes, I know you need a grinder. It is not a "spell" that is learned from any of the Jewelcrafting trainers. Many people have tried talking to GMs. They claim its not bugged and that its something that just hasn't been figured out yet. So, has anybody figured it out?

It's a confirmed bug - Tseric has posted that the Cut Citrine ability is currently not properly implemented in the game.

This is currently unobtainable in WoW. It is a bug and Blizzard has it on their list of missing content to add in the coming weeks. This is confirmed by the CM Tseric, in this thread:

The other posts are a couple months old. So I am just letting everyone know that as of 06/05/07 the Cut Citrine is still not in the game.

Its being removed? i asked a GM and they said Cut Citrine was being ADDED in Patch 2.1, , i asked May 3 2007

The recipie for Golden Hare still requires CUT CITRINE.

To sum up all the above statements:

This item never actually existed in-game, but was still required for some Jewelcrafting designs. The issue has since been fixed by simply changing the designs, so 'Cut Citrine' is no longer needed for anything, and you can't actually get any.
