Old post is irrelevant now as the name of this manuscript has been changed. It used to be refer to a scales customization but it's a skin customization.

Old:
After using the item, I didn't get the option unlocked at the Rostrum.

So, I looked deeper, and it turns out it was just confusion. Despite the name, this is not a scales customization, it's an unlabeled Skin Color that's a slightly more black in the dropdown options than the black flight customization. By selecting it, it actually removes the scales customization option.

I can confirm this drops on heroic difficulty, although the chance appears low. Saw this drop for someone in my group after 14 runs.

I had this drop for me tonight, but don't find the option in the dropdown to be able to change my Proto-drake

I thought it was not available too but it is not a full transformation.

Instead, you got access to the horns, scales, etc to make this look.

Infinite Scales Drakewatcher Manuscripts that drop from the Dawn of the Infinite mega-dungeon have been renamed to Visage of the Infinite and now include: Scales, Hair Color, Horn Color and Eye Color instead of just scales. Players who have already earned the Infinite Scales will automatically unlock the Infinite themed Hair, Horn and Eye colors within the Rostrum of Transformation

Once learned, this is listed under it's separate components, which can be used by themselves or together. ONE - Body (scale and wing web) color (black and bluish-white). TWO - Eye color (a new shade of blue). THREE - Horn color (bluish-white). FOUR - Hair Color (bluish white).
