Seigneur Stantley will drop from interacting Haut-de-forme étrange found throughout the lower part of Zaralek Cavern. However there is one small catch. If you interact with it while not under the effects of Pince claquante then he will run away from you.

Pince claquante drops from Klakatak and is also apart of the En pincer pour les grottes however you don't need the toy from the achievement to interact with the top-hat, just under the buff from the item will work.

Tried using the toy Vibrant Clacking Claw and he ran away. So as of right now, seems only Clacking Claw buff is viable to get him.

You will receive Seigneur Stantley by clicking on Curious Top Hat while you have the buff from Clacking Claw.

Clacking Claw is also associated with the achievement Cavern Clawbbering, in which you have to kill a number of bosses while you are transformed into a crab-thing.

Here is some information I compiled that I thought was useful from other comments.

The buff from the toy Vibrant Clacking Claw does NOT work for the pet.

Klakatak is a rare boss located at: /way #2133 54.0 41.6 Klakatak

Clacking Claw has a roughly 50% chance to drop. It's not a toy, just a SINGLE USE item that will turn you into a crab for 10 minutes.

Multiple Clacking Claws can drop from a single kill, so save the extras for the achievement.

Clacking Claw can be bought off the AH.

Curious Top Hat doesn't respond to target macros or NPC scanner addons.

Don't get too close to the Curious Top Hat before using the buff or the hat will run away and you will lose your chance.

Claw has a 1 hour cooldown that goes down while logged out, but the 10 minute buff it gives does not go down while logged.

The Clacking Claw buff is not lost when:

Mounting Up
Dying
Druid Shapeshifting

Seems only 1 person can grab it at a time and then he disappears. Unknow respawn time-we kept checking for several minutes but had to leave for raid.

So it looks like there may be a St. Louis Blues fan at Blizzard. Lord Stanley is a rare blue lobster at the St. Louis Aquarium that was donated to the aquarium after St. Louis won the Stanley Cup after beating the Boston Bruins in game 7 of the 2019 Stanley Cup playoffs.
