This knowledge item can be found east from Azure Archives in the Azure Span. Follow the mountain range at the edge of the zone and you'll come across a small cave that has this inside. This cave entrance has a rock wall, so you'll need mining to get inside, or someone with mining to break the wall down.

No need for a miner, just kill yourself with fall damage outside the door and run through as a ghost. There's a shovel inside that will teleport you out once you're done.

Alternative to hurtling to an untimely death: Use an alt to mine the wall, relog to character that needs the tongs.

Located inside the cave at /way #2024 53.05 65.36

If you don't have the mining profession, kill yourself by falling to death right in front of the blocked cave entrance and ress inside the cave :)
