Jeweled Whelplings come in 5x different variants matching the Dragonflights. Jewelcrafters with Joaillerie des îles aux Dragons Skill 50 can craft these battle pets when they acquire the designs for the Jeweled Whelplings.
Apart from traditional trading, Dragonflight offers a new way to get your hands on these pets: You can place work orders and deliver all reagents for a pet of your choice.
As long as one character on the Account reaches Renown Level 21 with the Expédition du Dracaret (to unlock "Jeweled Whelpling Treasure Maps" account-wide), the actual JC only needs to learn Joaillerie des îles aux Dragons to go for the Designs.
The Designs (for JCs only) and Gem Cluster crafting reagents are guaranteed drops from Gem Cluster treasures. Each one is tied to a specific map, the first Carte d’amas de gemmes d’onyx is a reward for completing Rumeurs sur les dragonnets ornés de joyaux when reaching Renown 21. This quest will be flagged complete for the whole account, so you probably have to go for the Chef Magor vendor purchase on all but one character. (3x Neltharite + 100x Fournitures des îles aux Dragons)
I personally found the other maps in repeatable treasures in all zones, i.E. , Paquetage d’éclaireur de l’expédition, or any kind of Coffre lié par magie (some of these include a puzzle). I've also found additional Gem Cluster crafting reagents and even Designs (with my JC) in them (the latter maybe as a fallback when someone looted the Gem Cluster treasures for Chasse au trésor des îles aux Dragons and learned JC later).
A second character (who didn't purchase the Carte d’amas de gemmes d’onyx and is not a JC) also looted Gem Cluster treasure maps and Gem Cluster crafting reagents.

Right now on Beta the treasure maps will mark their treasure locations, but you won't see these icons unless you're in that zone.
The tooltip for Renown 21 suggests that we'll find all the treasure maps and designs on the vendor, but I've never seen something else but the Onyx Gem Cluster Map.
Not sure what happened with the Design for the Jeweled Onyx Whelpling (my bags were not full), but I personally didn't loot it from Onyx Gem Cluster treasure , but instead found it in my mailbox afterward.
Unfortuantely I didn't consider this earlier and now can't test it myself, but maybe it's a good idea to check for the "Rumors of the Jeweled Whelplings" quest on your actual Jewelcrafter and not touch it when your first character reaches Renown 21. I personally don't like the reagents that are needed for the Onyx map purchase, so unless Blizzard changes it into a character-specific quest, I would just keep it for the JC (or a character you hunt Achievements with).

Prequest: Loot Sac de fournitures des îles aux Dragons from Proto-drake primordial and complete item quest Financement d’une chasse au trésor
It never dropped for me during lvling, but always dropped from 1-st NPC when i got there at max lv
So you buy Étude d’artéfacts archéologiques from Inventoriste Jakes and find the first treasure Gobelet draconique en or - it is intro treasure, and you get 1-st map for free
Search and loot all the random treasure chests you can find

Paquetage d’éclaireur de l’expédition renown 2 with Expédition du Dracaret
Terre retournée renown 5 with Expédition du Dracaret and will need to buy Petite pelle de l’expédition (buy/craft alot, you will always want to have them in your bags)
Coffre lié par magie renown 16 with Expédition du Dracaret
You can get 6 maps before Renown lvl 21 with Expédition du Dracaret and 5 more after.
2 maps are from intro quests and 9 are from random treasure chests drop
Hard part is to loot the map from random treasure chest and the rest is easy.
Use the map and it will highlight the location of the treasure
Treasure icon will be visible when you enter the subzone (Waking Shores, Azure Span , so on)
Loot the treasure and get the reward

I got this out of a magic bound chest, but without getting the JC recipe (and I am a jewelcrafter at max skill...) which is weird because everything above reads that it has to come from the quest item dropping from treasures...

So, I can get this via crafting order but I can't make it myself =(

The Amas de gemmes d’onyx is part of the Trésors des rivages de l’Éveil achievement in Rivages de l’Éveil.

You must have reached renown level 21 on the Expédition du Dracaret.
After that, you can take the quest Rumeurs sur les dragonnets ornés de joyaux at the Dragonscale Basecamp at Chef Magor, to the left of the main tent, and finish the quest right away.
When you finish the quest, you will get the Carte d’amas de gemmes d’onyx, which you can also buy at Chef Magor for 3 Neltharite and 100 Fournitures des îles aux Dragons.
When viewing the Carte d’amas de gemmes d’onyx, you will be shown the location of the Amas de gemmes d’onyx on the map.
Fly west to the Obsidian Citadel, on the map next to the right tower, in The Slagmire area.
Go to the Cindershard Seam cave, the path to the right of the Obsidian Citadel, and always keep left in the cave.
You will find the Amas de gemmes d’onyx in the back of a dead end near a Carcasse cendréclat.
When looting you get a Amas de neltharite scintillant.
With the crafting profession Joaillerie des îles aux Dragons, with skill level 50, you also get the Dessin : jeune dragonnet d’onyx orné de joyaux with which you can craft the pet Jeune dragonnet d’onyx orné de joyaux.

As of April 16, 2023, for anyone still having trouble finding maps, you may be having the same issue I was having, which no one else seems to have mentioned.

TLDR: Ensure that the character that originally looted Sac de fournitures des îles aux Dragons has reached Dragonscale Expedition Renown 21.

You can check if the quest was completed on a specific character by running this script:

The Rest: I swapped mains early on in the expansion, I started off as a Demon Hunter, then ended up switching to Evoker midway through Normal Vault of the Incarnates. Fast forward a few months and I'd been max renown on my Evoker for a long time, had looted hundreds and hundreds of dirt piles and expedition packs and had never seen a single map drop. Then I learned that Sac de fournitures des îles aux Dragons is only usable once per account, but the effects of looting maps are supposed to be account-wide, so there isn't supposed to be a problem.

However, my Evoker had never completed it, my old Demon Hunter had. So I decided to test out a theory and levelled my Demon Hunters Dragonscale Expedition Renown to 21. Immediately after reaching Renown 21 on my Demon Hunter, I swapped to my Evoker and 2 Chests, 2 Packs and 13 Dirts later, I looted Notes d’exploration des jardins d’Émeraude from a Terre retournée in Ohn'ahran Plains.

Once I had gathered all the mats needed, I tried to place the crafting order for the Jeweled Onyx Whelpling, it recognized all of the mats I have in my bags except the Glimmering Nelthatite Cluster. So even though I got the map and went into the cave and got the gem cluster, I can not seem to place the order. I tried all the usual, rebooting, etc, but nothing helped. Any suggestions?

Is the map the only way to get Glimmering Neltharite Cluster or is it possible to get other ways ? Both map and cluster are BOP so cant mail to the alt who have the JC skill and seems she cant buy more of the maps for the cluster so how do you get more of them ?

I somehow have two of these Glimmering Neltharite Clusters, but I don't have the recipe to make the pet. How? I can't buy the map at the dragonscale camp, I've seemingly done the quest too, as I have crafted two of the other pets in this series. This is super frustrating, I can't find anyone else in a similar situation.

I do not see anyone saying where this particular gem cluster is, so for all interested, in the Obsidian Citadel area, once you actually use the map, it shows up, you need to enter the cave system "Cindershard Seam" and progress towards the north west region ,going down a curved tunnel that dead ends. There will be a Cindershard Hulk there, and once you kill it you should have no issues picking up the gem cluster.

It's worth mentioning that once you have purchased the sword from the vendor, don't forget to them use this a reagent for the Jeune dragonnet d’onyx orné de joyaux pet. You can Place a crafting order to obtain, and since this is the limited item, you can at least get something for it...
