You can find elite dragons east and west of Expédition du Dracaret Basecamp
The easy way is to farm Proto-dragon flamboyant - the quest dragon in Plaines d’Ohn’ahra
You can find it west of Timberstep Outpost
Or you can kill Jadzigeth in Flashfrost Enclave, easy to solo elite dragon with fast respawn
After you turn in Les fables de Tarjin pick up the Crâne de Fenistrasza near Tarjin l'Aveugle

You can farm this fast in Ohn'ahran Plains by killing Blazing Proto-Dragon and Ravenous Proto-Drake. By the time one is dead, the other is up and its very easy to zoom to the next one once you're done.

I farmed in Thaldrazsus 42.71 48.27 just north of Valdrakken, there's an upper platform with 3 Mâcheur perché that are easy to kill. 7 minute respawns.

The Upper Frostlands around 66.81 26.24 is full of elite dragons (677k... bring a buddy!)

Go back and forth between 3 protodragon elites on waking shore.

53.83, 39.84, 36.88

But best the first coordinates, fast respawn.

Good spot to farm these is in Azure Spawn - Cobalt Assembly. You can get buffs from the area and just oneshot the elite dragons :)

Blizzard seems to have turned this down to requiring only 5 dragon skulls.
