Edit for later patches:
Many NPCs required for soup tasks are now located near the flight master during the feast. I now see Bukarakikk standing next to Gracus (the big tree-like NPC) while feasts are active. The tiny leviathan bone is still located at the back of the camp, using the visual guide below.

In case you don't have coords and are like many at the feast still unable to find this item, here's an easy visual cues walkthrough:

Behind the soup chef (in front of the flight master) is a building with large tusks. You'll see Murik standing outside.

There's a path between Murik and a small hut that leads underground, where Tavio is standing. Follow that path toward the back of the camp. Bukarakikk will be on the right, with the item on the ground nearby.

At least from what I've read in chat and experienced myself, Bukarakikk cannot be targeted at the feast, making him tricky to track down in the moment.
