This one-time treasure can be found in Wingrest Embassy in the Waking Shores. It is fluttering on top one of the buildings a bit to south.

Coords are 74.77, 37.94

It's the flag on the very tippy top of the building

I was trying to do a shortcut to the quests on the other side of the mountain behind Wingrest and saw this come up. I happened to pause on the mountain top so it was an easy glide over to the flag. I'd originally stopped lower down on the mountain, but lucky enough to be on a slope that I could climb while mounted on the dragon to get plenty of elevation for the slightly downslope glide over.

My advice : don't try to catch the treasure for Tailoring profession until you're 50 in it. You won't be able to loot it.
