While it has a similar name to Chiffon de polissage abrasif and both are used in Jewelcrafting, this item has a vastly different effect. While the "abrasive cloth" is used for skill levelling, Vibrant Polishing is used to increase the quality of the output instead. This'll be good for making things like the Lariat necklace.

The recipe is done by a Tailor, as you can probably guess with 'cloth' in the name: Patron : chiffon de polissage chatoyant. You need "Valued (4/5)" Consortium d’artisanat – filiale des îles aux Dragons reputation to unlock the recipe and it is BoP; it is obtained from Rabul for a moderate amount of Trempe d’artisanat (75x; Mettle is generally gained from getting profession knowledge "talent points", or from skillups and first-craft bonuses).

For completeness's sake because WoWhead isn't listing reagents on recipe pages yet, the inputs are a skill requirement of 35 and 1 Spool, 1 Bolt.
