So the moment you activate this the 2 min cooldown starts. It seems to last roughly 25 seconds and on my druid the heals for 624 each tic 24 total tics. The remaining timer on the cooldown is roughly 1min 30secs after initial use. Can only be used if you have jewelcrafting.

The item is consumed on use, has 1296 hit points and, as seen in the tool tip, it stacks up to 5 in your inventory.

It seems to heal for a bit more than a Spiritual Healing Potion (10,000) or a Heavy Shrouded Cloth Bandage (11,000) with the Shaded Stone Statue at roughly 15,000 hit points of healing done.

The Shaded Stone Statue channels a heal onto you. It continues to heal while you are moving and taking actions. In testing, I moved maybe 60 yards away from the statue and it didn't interrupt the healing.

So, depending on the situation there is case to be made that this item is a better alternative than other healing options.

I just did a +15 Lower Kara on my 283 Blood DK before testing this and healed for 24.5 million.
When tested the statue healed me for 13.8k fighting target dummies with no Death Strike or Blood Plague so my HP would actually drop. Oddly enough the tool tip says in the meters as

"Gives 1.8 Million health to the Master every second."

In the 15 Lower it healed me for a grand total of 3k before getting instantly destroyed by random AoE and instantly activating the 5 minute cool down with my combat potions.
This thing was good for leveling at the beginning of SL if you had SL Jewel Crafting at 100, but by then unless you wanted to spend a lot of gold on the AH you were already almost level 60 by then.
It isn't good for much else currently besides leveling an alt in dungeons but it again requires SL Jewel Crafting at level 100 to even use.

In Summation:
This thing is has been nerfed into oblivion and isn't even worth the time and resources to make except for role-players. It does have a nice green channeled beam coming from the statue to you so there is that if that is your thing.
If you are considering it for leveling you are better off just using defensive and Combat Potions if you want something helpful even while leveling.
