Got this one clearing Level 3 Floor 6 of Torghast: The Upper Reaches and defeating Patricien Cromwell.

Looks like you might get a random one upon clearing Level 3, perhaps for the first time only. Not sure until next week's reset.

Update: Yes, this can be used by the different Paladin specs—not just Retribution. I have them on my Protection Paladin.

Old:
There are contradictory reports on whether the legendary power from this, Inquisiteur implacable can be used only by Retribution Paladins, or also by other specs. Hopefully with legendaries being craftable as of today (December 1, 2020) we’ll be able to determine for sure. I’ll update this once it’s confirmed one way or the other.

I am trying to craft this to a back piece and it does not let me. Is there a different item than the Grim-Veiled Cape that is required to craft this?
