This is found in Torghast, in the wing "Coldheart Interstitia" at layer 3 or greater. Two of the six wings of Torghast are available each week, so you might have to wait a few weeks for the Coldheart Interstitia to be up.

This provides the legendary power Souvenir de la fureur d’Ursoc, which is very strong for M+ content and general use.

This is a phenomenal Legendary power for Mythic+ runs and solo play.

My absorbs from Rosser, per dungeon, varies quite a bit. Faster runs Thrash absorb adds up to about 500.000. In a longer/larger dungeon, goes to up a million+.
It pairs amazingly with Berserk conduit Agressivité non contenue. Bigger pack pulls become significantly easier and safer, as these 15 seconds will generate 100k or so of self absorb, as well as amazing AoE damage output.

Looks like the "additional Thrash" proc can trigger from the additional Thrash itself.

That being said, I've not seen four Thrashes in a row from this power. Which makes sense considering there's a 15% chance of getting two Thrashes in a row, a 2.25% chance of getting three, a 0.33% chance of getting four...
