BfA seems to have a lot of annoying little kids. If you are having trouble, shoot for the lowest ring just below the balcony. Get on the ledge at the base of the pillar and jump while trying to hook the ring. Easiest to set the "mount" arrow a bit below the ring so that you don't have to adjust in mid jump. After that, just go counterclockwise around the house - quickly so you don't get cooked by the flame - and navigate to the stupid cat. It scratches on the first try but I rescued it on the second. I'm not sure if the flames kick you off the rings, it didn't happen to me but I went quick around just in case, so didn't get hit. Wish I had the option to punt the cat off the balcony.
