okay there are 2 ways. if the item is a trinket or a consumable it can be dragged and dropped in to the action bar. macro's are mainly used for casting spells and/or for just saying something in chat. example, after choosing the icon and name, the text box below is where the scripting begins. for like guild description in trade channel which is channel 2 or for profession work, type:
/2 text here
remember there is a space in between.

for spell casts:
/cast spellname/trinket
it might differ with different classes
trinket/heartstone/consumables can be done this if u shift click on the item and/or spells from the the spell tab

Sounds like you'd have to set your addon to listen for the error text & react accordingly, however if you don't have something & then click an action button with that item attached then I'm not aware of any error text being generated as usually the button self-disables in that situation.

There's a few addons that automatically watch your bags for consumables & generate buttons when they exist, perhaps one of those could be modified to retain the item at all times but alter its output in the event the item isn't found?
