Do all stats have a cap? And these caps seem to be common knowledge, how do find out what the caps are?

A cap when referring to the hit cap, def cap, and dodge cap for example, isn't really a limit on a stat, rather it is a minimum value you need of that particular stat for running specific content
Actually, it's the maximum useful amount of that stat. For example, the hit cap for yellow damage is 8% ( 263 rating). While this is technically a 'soft cap' (the stat is useful beyond this number, but not nearly as much as before the cap), it's still a cap.
A more concrete example would be the white hit cap which is 27% for dual wielding classes (866 rating). This is what is referred to as a 'hard cap'. Anything past that number is simply useless as it will not increase your hit past 100%.
Take the expertise cap, for example. The cap is 26 expertise (214 rating). This means that any expertise beyond this number simply has no effect and is wasted. You NEVER want to be over the hard cap of something. You only want to be over the soft cap of something in two cases: you are getting more of the soft cap'd stat than another more useful stat if you were to replace the item putting you over the cap, or you're compensating for a buff/debuff that would otherwise effect the value of the cap.

I'm aware that we're saying the same thing. My issue with your description is merely semantic, but a minimum implies that you can (or should) go beyond it. This is not the case with stat caps :P

Expertise is horrible past 26 for dps. The only thing in front of the boss should be the tank. Ever (except select encounters where it's mandatory). Anything past 26 does nothing for a DPS (bosses do not parry from behind).
