There is no 'cap'. Blizzard has changed how haste affects HoT/DoT spells/components. Pre-Cata, it would reduce the duration between ticks, but not change the number of ticks, so the spells would tick and expire faster, meaning that haste resulted in an increase in HPS at the expense of HPM. With the Cata expansion, they've maintained the mechanic of reducing the time between ticks, but the base duration of the spell remains (largely) unchanged. What this means is that at certain haste
'breakpoints'
for each spell, you gain an extra tick at no cost, resulting in an increase in HPS with no additional cost in HPM.
Haste still reduces spell cast times and spell global cooldowns the way you remember, and therefore suffers some diminishing value once you're below a one second global cooldown, but since so much of our healing is from over time components, there's no point at which you should say "Ok, I have too much haste, I need to get rid of some."

For 25m raiding, quite a few druids are gearing for 2010 haste, at which point WG gets an additional tick.

Azmon, you'll need to evaluate which spells you use the most to determine your best haste breakpoints to aim for. If, for some bewildering reason, you never used WG, then the WG breakpoints are meaningless for you, as an example.
Another thing to keep in mind is the difference between % haste and haste rating. There's a thread in here titled Haste and You somewhere several pages back where we get kinda in depth on this, but, the skinny is that your haste ratings are converted into a haste percentage, and this value is multiplied by all haste BUFFS, like bloodlust, nature's grace, and moonkin aura. For example, if you had 10% haste from gear, and you had a 5% group/raid haste buff, you wouldn't have 15% haste, you'd have 1.10 * 1.05 = 1.155, or 15.5% haste. Keep that in mind when trying to figure out whether you should reforge something or not, since if you routinely raid/group with someone providing a 5% buff, you don't need nearly as much gear-based haste to get to those breakpoints. The values in the above chart are based on that last number, your total effective haste.

Not quite, it caused an increase in HPS, while keeping the HPM the same. You still healed the same amount of health with the mana spent, just faster. The way it works now increases both the HPS and HPM of a HoT assuming you get an extra tick out of it. Up to and between haste breakpoints the effect is the same as it was at the end of Wrath: More HPS for the same HPM.

.... Yes, Ral, which then meant you were casting it more often, thus using more mana per unit time. If I'm keeping rejuv up on a player, say a tank, and it expires every 9 seconds instead of every 12, I'm going to be spending 33% more mana to keep it up, though healing 33% more in the same timeframe.

But if you have enough haste to get that
extra
tick, the HoT doesn't expire at 9 seconds. It will expire at 12 seconds, but you'll get 6 ticks of 1000HP instead of 5 ticks of 1000HP (made up numbers, I forget the exact HP healed per tick) which means you get both more HPS
and
more HPM. That's why the breakpoints are so important.

When you get the extra tick, it doesn't expire at 12 seconds, RJ:s lasts actually about 13.33 seconds when you are at the 5 tick breakpoint. Also, breakpoints themselves don't increase the HPS of a RJ, since RJ:s HPS scales linearly with haste. Instead, HPM, HPET and HPCT are incresed at the breakpoints, which are all very important and cool-sounding acronyms for resto druids. For 10-man healers I'd recommend having around 916-950 haste while being as close to 916 as possible, as a long RJ also has its benefits, since it helps us to maintain the mastery bonus more easily. (this basically means haste has little value compared to mastery, when between breakpoints)

I've seen people say this before, and I know we've brought it up in these forums. Has anyone done/seen any hard data on this? Does the game scale the time between ticks for every portion of haste, or does it only alter the time between ticks when breakpoints are reached? I haven't found a proven answer to this one way or another yet.

You can test it with combatlog parser. Caution: hots don't update automatically with changes of haste, so you need either to wait for it to expire, or cancel it.

Anytime one is refreshed or extended the haste is changed to the level at the time of refresh/extention. They do not update dynamically.
