So I was reading something earlier about Reforging, it said that each profession (Leatherworker, Blacksmith, Jewelcrafter, Tailor) would be able to customize their profession gear. My thing is would a LW be able to to reforge mail items? What do you think?

Definitely, they can make it they can reforge it. (Perhaps make it so that only lvl 40+ mail can be reforged and not low lvl mail, which would be left for blacksmiths only)

just to clearify someone can reforge someone elses gear right?
ex. my eng friend can reforge my weps?

What I'd also like to know is if I can create some sort of manuals so that my alts can reforge their gear using my main's profession, much like Enchanting got the item vellums with the addition of inscription.
And on top of that I'd like to know if I can add stats to items which do not currently have that stat. Say, I'd have a weapon with hit rating, and no critical strike rating, and that I could remove a bit of hit rating and add a bit critical strike rating to the weapon.
Maybe it's worth it if I searched the internet for answers.

Please explain what this "reforging" is, or point me to where I can learn more about it. I currently have no idea what you're talking about.
Reforging is something they're adding in Cataclysm that will allow you to rebalance the stats offered by a piece of armor*. We don't know much about it yet, beyond a few key details:
Reforging will be available to Blacksmiths, Leatherworkers, Tailors, and Jewelcrafters.*
These craftsmen will be able to take points from a stat that exists on a weapon and instead put some or all of those points into a stat which does not exist on the weapon.
I think that's all we know at this point. My guess is that Blizzard will have to more thoroughly expose their "item budget" since a point of a primary stat (Str, Int, Sta, etc.) will not equate to a single point in crit rating/hit rating/etc. Instead we'll possibly see the ability to, say, remove a point of Stamina and translate that into 5 points of hit rating.
The guess currently is that:
Blacksmith -- Plate
Leatherworking -- Leather and Mail
Tailor -- Cloth
Jewelcrafter -- Necklaces, rings, possibly trinkets
*I had not heard about Engineers reforging weapons. That doesn't make sense to me - perhaps they could reforge guns, since they can make those, but otherwise reforging should be included in Blacksmithing.

as far as i understand it, reforging breaks the item down into its budget points. you will then be able to re-allocate the free budget points into a stat of your liking. there are limits however, so you will not be able to take one stat completely away.
one thing i would really like to see is the ability to forge procs or use effects into your weapons. take away 10 strength and make it a proc for 100 str, lasting 10 secs, with 60 secs internal cooldown.
They offer this already: It's called "Enchantment".
I'm not trying to be sarcastic, but why would you want this? You can already drop an enchantment on an item that does basically this same thing
without
sacrificing 10 Strength from the base item. If you're looking at having this alongside a similar Enchantment, then it's a pipe dream; I highly doubt they would allow a "Reforging" proc to stack with an Enchantment as it would be way overpowered.
The way I had read the information on Reforging, by the way, did not mention breaking down the weapon to its core item budget completely - only that you could funnel "budget" points from a stat currently on the weapon to a stat that isn't currently on the weapon at all.

ya i agree.
enchantment offers a limited number of on-proc enchants.
but wearing two trinkets with proc effects, a weapon with an innate proc effect and an addiotionally enchanted proc effect seems to be ok with blizzard, so why not add one more slot?
I suppose this could be okay - but I think you'd be looking at
way
more of a trade-off than a simple "remove 10 points of Strength to get X proc".
A good number
of the items with "Chance on hit" effects get that proc as a trade-off for having no base attribute bonuses and lower-than-normal combat rating bonuses.
However, if you look at all the effects you've mentioned, not one of them is a "stacked" effect - i.e., a craftsman is not able to put more than one additional effect on it; you can't have both a weapon Enchantment
and
a weapon chain on your sword/axe/mace at the same time.
While you could get around this by saying, "It's an innate proc effect, not an Enchantment!" the fact is that it's still an alteration to the item through a profession, and precedent says that won't happen.
