To the best of my knowledge you will only get character xp for pet battling in level appropriate areas.

To get xp for your character, all the pets that enter the battle must be within 5 levels of the pet that you have engages in battle. If you have a pet that is more than 5 levels above the pet that you are battling, the lower level pets that enter the battle will get a bonus for fighting a higher level pet. Many people will do this to power level their pets, take a team of 2 high level pets and one low level pet to battle a high level pet, let the low level pet in the battle for one round and then have the higher level ones take over the battle.
Edit: I forgot to note that the amount of xp for your character in a PvE pet battle is limited to about 1% of a level. This was higher in the past, however there was a reduction in the amount of pet battle xp for your character shortly after the ability to get xp for your character via per battles was introduced.

I've seen this issue go back and forth and I'm very confused. I just returned to playing less than a week ago. I started doing pve pet battles and both my pets and my toon were earning xp (my toon is a level 85). Now I am not getting any character xp at all.
Does anyone know what the rules are? Has pve pet battle xp been removed, is it glitched, what?
You have to be careful about reading old stuff because this changed a bunch of times in the past 6 months. There was a buff, then a nerf, then a bug, and finally it seems to be settled.
the pets you use have to be near the same level as the pets you are battling.
