New mortal strike glyph... why would anyone take it?

Glyph of Mortal Strike - Increases the damage of your Mortal Strike ability by 10% but
the healing penalty is reduced by half
. Quote taken from mmo-champion.
I guess it would be ok for PvE, but would it really be worth it to nerf your effectiveness in PvP by that much?

Its great for PvE, but for PvP its not worth it.
I completely agree, all of MS's effectiveness in pvp is thanks to the healing reduction, so it being cut in half would completely kill the point in pvp, but it'd be ok for pve, where the healing reduction isn't as important.

Aren't glyph's permanent changes to the attack though? Would anyone permanently make themselves bad for PvP just for +10% damage on a move that isn't even the primary attack?

Glyph don't change your attacks ( like an enchantment ). Every toon will have 6 sockets ( correct me if I am wrong ): 2 minor, 2 major, 2 "something" ( between miner and major ). Each of those can be filled with a glyph of the apprioriate category and you can change them when you want ( probably out of combat ).
Edit: 1h cooldow to change glyphs.
