At level 90. The best way is to run Dungeons and complete Scenarios.

With 5.2, they'll be increasing the JPs from both, IIRC. Also, don't ignore the Honor -> Jusctice conversion, because there will be a new daily hub in 5.2 where you can choose to do PvP quests for lots of Honor that you can then convert to Justice. Don't forget about the Grizzly Hills PvP dailies either. Easy Honor there.
