More or less.
Actually though it's pretty simple; the Forsaken died in a place where the Scourge can get a hold of them again, they can remove the free thinking again.

Or the forsaken could have defected and decided to join the lich king again in return for power

I think it does bring up something potentially interesting. Why would a Forsaken death knight be any different from a human death knight (if the original race was human)? But they look very different, and have different powers.
I agree with Adamsm that the loss of free will is not so hard to explain. But I wonder what it says about the forsaken. On the downside, they need to watch out in Northrend. While the Lich King is still alive, he might bring them under his sway again (and the same goes for the DKs, of course). On the upside, the fact that their reanimation is what it is seems to indicate that they are no longer human (or elf or whatever they used to be). That in some sense that the reanimation is affected by, they have transformed mentally, spiritually and/or intellectually.

Forsaken technically died twice, although the rejection of the Forsaken which died once is completely pointless with Alliance DKs being introduced.

It's also possible that they were human death knights who suffered a great deal more decay (perhaps they were dead longer), and thus appear more Forsaken. Because of their appearances, the Alliance would not take them, and thus, they were Forsaken.
Basically what happened to the original Forsaken.

However, would Sylvanas accept them? After all, in life - they had not accepted her or her people.

No. :PTry Wowwiki. I can't, cause it's blocked for me.
Long story short: Human brother wants you to kill his undead brother our of mercy. Undead brother wants you to kil his human brother so he can "see the light" and be reanimated as a Forsaken.

Also, the Undead Forsaken would be part of the lowly ranks of the Undead Scourge, wouldn't they? That would make them a bit more ragged.Heh, I'm sure the Lich King and his lieutenants had fun with any Forsaken bodies they recovered; probably tore them up and the like, making them more ragged before sending them off.

I play a Forsaken Death Knight, but his back story is not fail.
After he died, and was invited back in by the Alliance (He had always been opposed to not accepting them when he was a Paladin), he felt the Forsakens pain and sympathized with them, joining them.
