I believe Death Strike becomes more powerful if your runic power exceeds 25 runic power. Your rotation should be
IT/PS/DS/HS/HS/RP dump
Now what you need to be aware of is that Heart Strike is more powerful because it hits multiple targets. Heart Strike is blood's version of Frost Strike, and will typically be your number 1 attack with Death Strike not far behind it. Heart Strike is greater than Death until you get to a certain Runic Power number.
BTW, abroth, your tank spec is pretty brutal, you have few misplaced points and your glyphs are brutal. Frost Tank = never use Death Strike. Glyph OB/HB/FS and your tanking will be better. Spec out of morbidity, Icy Reach, Runic Power Masery, and Epidemic because you will be single disease as a tank, and spec into KM, Scent of Blood, Chill of the Grave or Acclimation. KM is worth proccing into just to use on HB :p. There are numerous threads on these changes, and will benefit your tank spec alot.
