Well, you don't have to hit 90 first, you can of course run some/many dungeons while levelling through Northrend (with
no champion tabard equipped)
You will outlevel these dungeons eventually though, but at least you can cross off a major part of it while doing something productive.
However... obviously, you're going after
Schéma : Bécane de mekgénieur.
First, note that the mount can be traded, so you could simply buy it from another player. The Auction House and Trade Channel are a good place to start looking.
Second, there are some hefty costs associated with that mount. Even if you farm the other materials (with the Mining profession) you still need to purchase some materials from an NPC at fixed costs:

A sum of 12500 Gold which cannot be avoided even if you have the Engineering profession yourself.
So, my advice:
Don't try to acquire the mount too quickly. Keep levelling, get Mining and another gathering profession, which are very profitable for new players.
By level 90, even considering expenses for
Riding/Flying training, you might already have enough gold, if not, keep gathering, as well as doing all remaining quests in Pandaria along the way.
Once you have the Gold for the NPC-purchased materials, as well as the other materials (which are almost neglegible at this point) find an Engineer, preferably someone you can trust in some way: a guild member or friend, or friend of a friend.
If the Engineer you find is not that trustworthy, do not purchase the NPC items yourself, give the other materials to the Engineer and ask them to purchase them for the craft. Note that

When you are traded the finished chopper, hand over the 12500 Gold, along with a good tip - considering the amounts involved, I wouldn't shy away from offering 1000 or more. A friend or guild member may decline the tip, but it's still a good thing to offer them first.
