I still have a confusion in where 2 point when tankin'....use 2 one handed tank weapons or a simply 2 handed one?
Right now I use DW on this tactic

First off, DW frost tanks pre patch didn't use tank weapons, they used slow, dps one handers. DW just doesnt work anymore. You don't have the threat gen (among other things) that a 2H has.

To put it even more clearly: Blood Tree (tanking tree) does not support dual wielding.
Don't DW and tank!
Here are the reasons why:
- Mostly obvious, but there are no DW talents in the blood tree. That should be your first clue.
- The thing that makes DWing successful for DK's is the talent very deep in the frost tree Threat of Thassarian which allows both weapons to hit on a strike. This makes up for the smaller damage range on one-handed weapons and allows DW to catch up to 2H for the frost tree. In fact, its the only thing that made 2H frost obsolete back before 2.0. It allowed DW to scale so well that it overtook 2H frost dps, and battled with Unholy for top dps spec.
- Death Strike does 150% of weapon damage. As a blood tank dwing, you will only do damage with your main hand weapon with a death strike. A single handed weapon has less top end damage than a two handed weapon. Therefore your death strike will barely be hitting for anything which means you're killing your threat generation.
- Same as above for Heart Strike.
- Same as above for Rune Strike.
- As a whole your other abilities like DnD and Death Coil (not that you'll be using death coil much) will also perform less damage while dual wielding. The reason for this is because the stat allowance for a 2H weapon is higher than two 1H weapons of same ilvl. In addition, the useful one-handed weapons that were for a threat build (as Sokur mentioned) back when frost DW tanking was supported only have agility on them, no strength, which means you're not gaining any AP for these spells. Therefore you have less AP, and these spells do less damage/threat.
- Similarly, Stamina is going to be better on a 2H weapon that two 1H weapons of same ilvl.
So to summarize, when you currently DW you'll:
- Do less threat with strikes.
- Do less threat with spells.
- Have less total AP, meaning less total threat production.
- Have less health (very detrimental for a non-blocking tank)

Yeah, the main reason DW is only good as frost is because as blood, you do not benefit from Threat of Thasarrian, which drastically lowers the damage and therefore subsequent threat your attacks provide. Also, it is harder to set up the hit and expertise necessary to make DW as efficient as 2h for blood tanking.
Redirect the talent points from NoCS into finishing off Imp. DS or improving your blood boil.
