Well, the topic creator explained it badly. All the buttons on your keyboard are bound to an ASCII code. Most of these codes are official, but a few vary from country to country, since some of these are actually used in someone's language frequently. To use an ASCII code on a PC, hold down left ALT and press the numbers on your numpad one by one, then release ALT when the code is done. These are denoted like ALT+0134 (should give †).
Now, if you want a specific symbol, use the method I showed you in my previous post here, and select a font that has many symbols in it. It's much easier to just view them all and then copy them. The character map also shows you the ASCII code of many symbols in the bottom right when you select them.
Many of these symbols will not work inside WoW and certain other places. This is simply because the WoW font does not have any picture for them, or has been disabled by Blizzard. (You can't type Chinese characters with a US or EU client). If the symbol does not exist, it's usually replaced by a box; a space; or as in WoW, a questionmark.
