After a long absence from holy I have gone back. So I'm a little rusty about spell information.
I respecced back after the CoH change. The cooldown doesn't bother me but I recall reading somewhere that when they added the 6sec cooldown the also made it a smart spell like the shammy chain heal.
Is this correct - or am I remembering incorrectly?

That is the best I have heard that put so far. Very informative.
As a priest who used to CoH the raid (before it was smart), it isn't even remotely fun. I started to get bored-healer-syndrome (BHS for short). This syndrome is characterized by the wish that all the green bars would just fill up and stop emptying, and dreams about bar graphs.
So as mildly-off-topic as it is a game:
In a competent group (i.e. mostly geared, no longer learning), be it a 5 man or a 25 man here is my favorite priest (or any healer really) game:
Spell Lock
At the beginning of each pull I pick a healing spell, drag it off my bars onto a floating 1 bar-slot (30% size) I added at the center of my screen with bartender. Then I try and see how long I can go without casting it.
As a caveat, I've never wiped the raid doing this, it's mostly a way I try to get super-familiar with the spell. Inversely I've done the same where I try to only use one spell. Obviously if the &*!@ is about to hit the fan I go back to healing normally.
Beats the heck out of wanding things.

....what are you talking about? Hot ticks VERY definitly show up in recount, and therefore probably show up in combat logs as well.
HOT ticks show up when they heal but not when the target is at 100% (IIRC). Cast renew on yourself at full health and watch.
Also on the overheal topic it should be noted that CoH heals the 5 (or 6) people with lowest health within the spell's radius not entire raid so you can still see a fair amount of overhealing. But as others have said overhealing doesn't really matter as long as you are keeping people alive and not going out of mana (which is rarely a concern currently).
