The increased loot chance is in general, each time you don't receive loot the chance will increase, until the moment you do receive loot, at which time the counter will reset.
I'm pretty sure the failed roll count is not trackable other than writing it down each time you don't receive loot.

Actually its per boss.
You could easily spend 20 coins over 2 weeks and get no loot.
EG
You roll bonus for Horridon, and fail. Your next roll will be a 5% chance greater (now 20%)
You then roll bonus for Council of Elders and fail, your next roll will be 5% chance greater (now 20%)
You then roll bonus for Tortos and recieve loot, your next bonus roll for Tortos will be 15%
Next week, you roll for Horridon, that 20% chance yields you with some loot. yay.
You then roll for Council against and fail, your roll for next week will be 25%.

Regarding checking rolls, I havent seen a method for it yet. I guess you gotta just note it down for now.
Am I wrong with what I posted? I actually dont have a source for that. But from everyone ive raided with, that's how theyve all come to an understanding of how it works. and it seems to work out that way.

Actually its per boss.Could you provide a source for that? As far as I remember the blue posts explaining the system, it was overall, not per boss.

Protection for bad luck streaks have been added to bonus rolls. Each bonus roll that does not provide loot has a progressively better chance to award loot to the player.
Pretty sure if it was on a boss-per-boss basis, they would've specified it, so I'm 99% certain it's indeed based on overall rolls, and not individual bosses.

It's "most likely" not per boss, as there has been no official statement hinting at that.

explaining that the bad luck protection is independent of the boss being killed. Was posted back on 27June2013. It means that each time you use a token, regardless of boss, and don't get loot the chance on your next roll to get loot increases, again regardless of which boss that bonus roll is used on.

So you can boost Warforged Seal rolls by spamming Elder Charms while doing old content?
Of course not. It's per Token. Separate chances for Elder Charms, Mogu Runes and Warforged Seals.

Hmm. Recently installed SavedInstances and it shows the number of recent unsucessful bonus rolls, with details of these rolls, and it lists Mogu Rune and Warforged Seal rolls together, implying they share "bad luck protection"...
