Hopefully Unholy will catch up in damage to Frost after patch 4.2 on Tuesday - Unholy Might will increase strength by 20%, up from 5%.
As far as the spec, I would suggest you only really have 1 extra point. Here -
http://www.wowhead.com/talent#jbGZoZshcdfzuMRu:ksV0mc0Mm
In the Unholy tree, you have to put 1 point in a utility in the first two tiers, and either Unholy Command or Desecration seem the logical choice for PVE. In the spec above I put it in Unholy Command; I suggest either maxing it to 2 points or taking 2 points in Desecration.
The reason there is one point in Magic Suppression and I would suggest taking the Anti-magic Shell major glyph is that it allows you to gain runic power by activating AMS, and resources essentially translate indirectly to more dps by filling possibly empty global cooldowns.
In the frost tree, I suggest 1 point in Runic Power Mastery because, with the Runic Corruption talent from Unholy, your runic dump ability (Death Coil) costs 34 runic power. 1 point in Runic Power Mastery allows you to fire off 3 in a row should you ever need to, and lets you keep a slightly larger pool of RP.
In the blood tree, I suggest taking Improved Blood Tap from the tier 2 talents because again, more resources = more dps. Don't leave a gcd empty - blood tap and scourge strike again.
I would say either max Unholy Command (which has good synergy with glyphs) or Desecration in the Unholy tree, or maybe put the last point in frost's Runic Power Mastery just to keep a larger RP pool.
The reason to scrounge some points and take Magic Suppression would be pretty fight-specific, or possibly a handy pvp utility. I'd say only do it if it becomes obvious it would come in handy in a specific raid encounter.

I don't honestly think its worth it (Not that I ever play unholy), it could be very situational like for dispelling blackout in the double dragons fight it might be slightly useful, but can't think of anything other than that. As for what sims are running for 4.2 I've heard:
DW frost will be #1
Uholy 2h shortly behind
Frost 2h behind both (Might of the frozen waste nerf doesn't affect frost dw just 2h).

The current build for unholy has one utility point to access lower tiers and 4-5 spare points from there.
Basic build
Most put one point into improved blood tap and the other 4 to get anti-magic zone. The deal with improved blood tap is that unholy doesn't have much breathing time and if you do have breathing time, it may not be the best time to use blood tap. You would have to time it after a festering strike or you could lose a gcd later and have to sit on a rune.
Anti-magic zone is a utility much like recuperate for rogues or using maelstrom weapon on a heal on a shaman; it takes some damage you could deal and helps the group as a whole. It definitely isn't a mandatory talent, but it helps a little bit when the group needs it. I, personally, like it and take it.
Runic power mastery is great for a point for the same reason above, so don't count that out. I just don't take it because I'm used to managing things, so I don't need the slack. It is a great talent for the elite and people on the learning curve alike, though.

Any idea by how much? I am tired of the dang ghoul and don't want to have to wait to find decent one handers.

Not sure eactly how much, obviously it won't be terrible but there are better options. (I never use my frost spec so I'm keeping it 2h anyway :D)

Depends on the fight actually. DW Frost sims higher, but due to high RNG variance it rarely pulls what it seems even on Patchwerk style fights, and any sort of movement or downtime on the boss absolutely massacres its DPS. Furthermore, I have my doubts that the KM proc chance is going to make it a week into the patch without being hotfixed to sharing PPM. I have a feeling Unholy will end up higher in real-time raids in the long run.

Hopefully they wont realise it until one expansion later, like dual rime procs.

Dangit,
I am really tired of the ghoul and on some fights, it would be a lot better to not have him hanging around. My DPS spec is secondary so it isn't a huge deal, I just don't want to have my DPS go into the crapper if I go to 2h frost.

That is exactly why Unholy should be higher then Frost. Frost does not have a huge loss of DPS if their pet dies.

Unholy doesnt either, unless he dies VERY often.
Also, unholy does more dps they are cc'd themselves. So its a moot point.

No, it is if he dies early and your spell is on CD or multiple times. Missed transformation phases sorely affect your DPS.
That said, my issue is things like Magmaw where you mount up to chain and then dismount and he isn't back, you end up using the CD. Well, since you have to do that multiple times (in my guild raid anyway) you are out of luck. Besides, I really am tired of the ghoul and don't want my DPS to drop lower than my rogue by going Frost.

Let me see... we're 2 major patches into the expansion and nothing has been done about how rubbish AtoD's damage and AMZ's absorbtion amounts are. And how they rely on gimmicks to stay on my action bars.
When will they get fixed? Nobody knows.
