the gear stats listed as I read this add up to 912 ArP without the runestone proc.
1,577 with the proc.
and the gear as is only gets up to 6.67% on hit, which means even a draenei character would still need at least 1 point in focused aim in the build.
you only need 620 with grim toll and 566 with runestone to be capped when it procs, and that's enough

Why no ToC gear listed? Plenty of upgrades in there that stack ArP. Very poor gear listing IMO.
And as other people have stated already, your information on the ArP build is incorrect to a degree.
Bonus points for starting it however, with some editing, it can turn out alright.

its not bad, but you forgot to add Aged Winter Cloak which also has ArP and is a good for people without access to hardmodes. its what i use and it works just fine.
Also Boots of Living Scale (which i find to be the best option) are crafted LW boots with 2 sockets and a good amount of ArP
Stormrune Edge is a great stat stick as well as Lotrafen, Spear of the Damned. Both have a ton of ArP. Id add those in considering you have a 25 hardmode staff in there and those two are WAY easier to get
And add this ring in, Band of Draconic Guile. 10man Razorscale
also with the gear youve shown you've made it seem like the only way to make the spec viable is to stack a !@#$ton of ArP. which isnt entirely true.
with Grim toll the max ArP you need to be a 100% with the proc is about 620 or so.
And thats not even taking in the fact that you can get ArP pots which count for 45 ArP if i remember. Plus, you dont NEED exactly 620 for it to be viable, being around 580-620 should be about right.
the numbers are based around the fact that the hardcap is 1232 ArP (if memory serves correctly)

I seriously think they should change the mechanics of armor pen. With the increase in gear containing ArP on it, and the lack of players actually taking advantage of the stat, something needs to be done. I'm not b*tching or complaining about it, but it seems worthless when some of the best-in-slot gear has a heap of ArP on it, and it really not contributing anything to the mentality of the endgame raider.
