Anaeli is recruited from the Lunarfall Inn in the garrison. She is wearing Ahn'Kahar Blood Hunter's Battle Gear (hunter tier 10 from ICC 25hc). Most of the followers gained at the inn are of uncommon quality, but her default seems to be rare.

As she is a survival hunter, filtering on Massive Strike, Danger Zones, Deadly Minions, Minion Swarms, Timed Battle or any trait gives a chance to have her as one of the potential recruits.

I'm hoping they will eventually allow us to filter on "race" when recruiting from the inn, as I would love to have her in my draenei army. :) I would easily sacrifice filtering for a useful or optimal trait or ability, if I could do that.

She seems to have made it to the Hunter class hall during Legion, judging by fresh screenshots (wowhead), (mmo-c, showing her name) and appears to still be Survival-specced, too, judging by the weapon shes wielding.
I couldn't identify any other followers, though i mainly play Alliance and dont know the Horde followers as well.
I wonder if shes just a placeholder or if some of your garrison followers are deemed worthy enough to share the order halls with the paragons of their class. many of them are strong heroes themselves, afterall.
