Warriors tend to have the edge over druids in tanking Nalorakk in bear form, due to the fact that Defensive Stance decreases all damage taken, so the bleeds he applies in bear form will tick for less on a warrior than on a druid. Druids have no inherent damage reduction in bear form, and bleeds ignore armor (which is the way a tanking druid reduces incoming damage).
About all I can suggest is to always, always keep the tank you use for the bear phase topped up. If they're on low health with bleeds ticking when the silence hits they're very likely to die.
Other than that... I have no idea if what you're doing is the right or wrong way to go about it, in terms of which heals to use immediately after the silence, as I'm no healer :)

You have bad setup prolly or your healers are really slow. Your grp must know that your tank on Bear phase should alway keep top dont ever let his hp drop to 60% during that phase because once silenced strike he will be dead in 5 seconds.
Im Ot of my grp and the only t4 item i have is the gloves from curator the rest are from heroics and badges (22k hp on bearform) so i believe its your healers.

paladin healers should be able to remove bleed effects with blessing of protection
/castsequence blessing of protection, blessing of light
that should remove the bleed effect with minimal time lost on immunity
and that should be fine to use with an offtank anyways

Your not letting your bleed tank get Mangle, are you? Sounds like it's possible that the tank either not being topped off prior to bleed applications or there's a delay in tank transitions and your bleed tank is getting Mangle and taking ridiculous extra damage. You need to be ready for the silence when it hits and if your tank's HP is properly filled prior his HP should be more than enough padding during the silence. Sounds to me like both your warrior and healers need to be more attentive and be expecting the silence before it hits so that the silence is more of a 2 second inconvenience instead of unavoidable death.
To me, I see that Blessing of Protection is a possibility but it's probably not really going to practical enough to make a difference. If the offtank isn't the one dying during the silence, why bother. And personally, in a transitional fight I wouldn't be too interested in rendering my offtank immune for any period of time, no matter how short it is.

I would say the one with the most health get the bleed. I am a warrior MT but always let the druid get the bleed and we never have a problem with him.

We as a guild are in fairly the same position...
We have now been able to do a 20 min run on nallorak... We have found that druid on bear form and warrior on human form is the best... and yeah make sure there is no cross over... so the tank does not get any of the bleed affects... If you want a paly can bubble and not be affected by the silence....
Good luck :)
